Reporting to Utility Interface Manager, The Construction Manager - Utility Diversions (AKA Utilities Manager) will be responsible for developing and leading the utility design with the Area West team.

Responsible for managing specific utility assets within the sector and ensuring that all are accounted for, liaising with the statutory undertakers (utility companies) to confirm their requirements for each asset. They will ensure that all relevant information is taken from the designers and civil engineering teams of SCS to progress the required works with the statutory undertakers to both inform our design, and to allow SCS to accurately cost the associated works with subcontractors.


Key Responsibilities

  • Add valuable utility experience to the design and pricing activities during stage 1 to inform these activities and shape the utility works associated with the main works proposal
  • Work with the Utility Asset Manager and other Utility Manager(s) to coordinate both design and programming of all assets across the HS2 south route.
  • Maintain utility asset lists and update the requirements in line with the progression of the design process.
  • Work with Design House to ensure all works that impact utilities are managed and developed in a holistic manner to enable sequencing plans to be produced and accurate designs to inform pricing activities, assist in design of temporary works associated to utilities.
  • Lead the development, specification and undertaking of any utility specific/related survey works required to ascertain the exact requirements for both the civil and utility design works.
  • Take design deliverables to the market to provide the pricing and programme information required by SCS.
  • Manage the progression of any actions required for the diversion, disconnection or protection of assets with the statutory undertakers for those assets.
  • Manage the integration of planned utility works with the designers to ensure they are designed and planned in a realistic and achievable manner.
  • Actively pursue value engineering opportunities for the works within their sector, championing effective opportunities across the project.
  • Maintain HS2 and SCS values across the works, reducing waste, emissions and carbon.
  • Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.



  • Public utility experience
  • Understanding of utility companies, procedures and requirements
  • Understanding of street works and excavations
  • Project Management experience of utility projects
  • CSCS Card


  • Experience in managing multi-utility projects
  • Utility industry expertise, particularly water or telecoms
  • Strong understanding of common software applications, Microsoft, Adobe etc
  • Degree qualified in relevant engineering discipline
  • NRSWA Supervisor
  • Personal Track Safety
  • SHEA
